Dubai launches ‘One Freezone Passport’

Dubai has introduced the “One Freezone Passport,” a unified licensing system that allows companies to operate across all of the emirate’s free zones under a single license, reported DD News.

Announced by the Dubai Free Zones Council, the initiative eliminates the need for multiple permits, reducing costs and simplifying operations for investors and entrepreneurs.

“This is a game-changer for investors and entrepreneurs,” said Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Free Zones Council. “It reinforces Dubai’s commitment to fostering a business-friendly environment.”

The reform, effective immediately, supports the Dubai Economic Agenda D33, which aims to double the emirate’s GDP by 2033. It enables businesses to expand more quickly between free zones by consolidating licensing procedures and compliance checks. Companies can leverage tax exemptions, full foreign ownership, and other benefits of Dubai’s free zones without reincorporating in each location. Early adopters include global firms seeking faster market entry and startups aiming to scale operations at lower cost. The system is expected to attract more foreign direct investment and create stronger collaboration across sectors such as logistics, technology, and manufacturing.

By removing administrative barriers and streamlining expansion, the “One Freezone Passport” positions Dubai as a more competitive global business hub while advancing its long-term growth strategy.

“The initiative may work for companies looking to split their locations based on infrastructure needs – i.e., (between) warehousing and office space,” said Muhammad Amir, Assistant Manager for Client Accounting at The Sovereign Group. “It may also benefit retailers looking to sell from multiple store locations.”

Dubai already allows businesses to have a single license to operate both from within a free zone and also on the mainland. Now, businesses can do the same from multiple free zones, if they so choose.
