NEW DELHI: This week’s tunnel tragedy in Sikkim and the swollen rivers of Assam are separate events, but they rhyme. Both are reminders that India is pursuing an enormous, necessary build-out — hydropower, highways, railways and townships — across some of the youngest, most unstable mountains on the planet, in a monsoon that climate change is making fiercer. The question the Himalaya keeps posing is not whether India should develop its northern and northeastern frontier, but how to do it so the mountain and the people on it both endure.
The stakes are large in every direction. The Himalayan belt holds much of India’s untapped hydroelectric potential and is central to the clean-energy transition; it is home to millions who need the roads, power and jobs that big projects bring; and it is a fragile, seismically active landscape where a single cloudburst or slope failure can undo years of work in an afternoon. Getting the balance right is not an environmental luxury — it is the difference between infrastructure that lasts and infrastructure that becomes a hazard.
A negotiation with the mountain: India’s Himalayan build-out — hydropower, roads and rail — runs through steep, seismically active terrain and an intensifying monsoon, making resilient engineering a matter of both lives and returns.
In the mountains, the cheapest engineering is the kind that assumes the worst weather and the weakest rock — and is proven wrong safely, not fatally.

The honest account names the gaps that recur across mountain projects: geological surveys that under-read unstable ground, construction timelines that fight the monsoon rather than plan around it, gas and slope monitoring that is not always continuous, and emergency preparedness that is tested only when disaster strikes. These are, encouragingly, problems of practice rather than of knowledge — India has world-class geologists, engineers and disaster managers; the task is to make the best standards the routine ones, everywhere, not just on the flagship sites.
The constructive, long-view way forward is a Himalaya-specific standard of care that treats resilience as part of the project, not an add-on: independent geological and seismic assessment before ground is broken; engineered refuge chambers and rehearsed escape routes in every tunnel; continuous monitoring of gas, water and slope movement; climate-proofed drainage designed for the monsoon of the coming decades, not the last one; and safety audits with genuine authority. Build that way and the mountains repay it — with clean power, connected communities and projects that stand for generations. India is fully capable of becoming the world’s benchmark for building safely in hard country. The workers of the high hills deserve nothing less.
