NEW DELHI: Of all the structural challenges India carries into the next quarter-century, water is the one least amenable to a single policy fix and the one that most quietly conditions everything else — agricultural output, industrial siting, urban growth, public health, and the household hours that women and girls spend fetching what a pipe should deliver. It is also the area in which India has just executed one of the largest infrastructure programmes in its history, which makes this the right moment to ask a harder question than the one the coverage numbers answer.
The achievement first, because it is real and it is large. As of March 3, 2026, around 15.82 crore rural households — 81.71% of the identified total — reported tap-water supply, against 3.23 crore when the Jal Jeevan Mission began in 2019. More than 2.7 lakh villages had been certified “Har Ghar Jal”, meaning every household and public institution has a connection. A testing infrastructure has been built alongside it: 2,868 water-testing laboratories, of which 1,704 are accredited, as of January 2026. In six years India has laid pipe to a population larger than most countries.
Coverage is the easier half: a connection is built once, while a reliable daily supply of safe water must be produced, tested, pumped and paid for every day for the life of the scheme.
A pipe is capital expenditure. Water is operating expenditure. India has just proved it can do the first at extraordinary scale; the next decade is a test of the second.

The gap between coverage and functionality is where the next decade of work sits, and it is worth stating precisely because it is measurable rather than rhetorical: with connections now reaching close to the whole of rural India, roughly three-fourths of connected households receive a supply that is regular, safe and adequate. The reasons are structural rather than anybody’s failure of will. A village scheme depends on a source — usually groundwater — that is being drawn down faster than it recharges; on an electricity supply for pumping; on a village-level committee with the money and the technical skill to maintain a pump, replace a chlorinator and repair a leak; and on someone testing the output often enough to catch fluoride, arsenic or bacterial contamination before it reaches a child. Each of those is an operating problem, and operating problems do not have inauguration dates.
The constructive agenda is correspondingly unglamorous and entirely achievable. First, treat the source as part of the asset: pair every scheme with a recharge plan — check dams, farm ponds, revived tanks, managed aquifer recharge — because a tap connected to a failing aquifer is a temporary tap. Second, fix the demand side where the water actually goes: agriculture accounts for the overwhelming majority of India’s withdrawals, and shifting incentives towards less thirsty crops, micro-irrigation, and metered or feeder-separated power for pumping is the single highest-leverage change available. Third, fund operations honestly — a modest, transparent user charge with protection for the poorest, ring-fenced for maintenance, is what keeps a scheme alive in its seventh year. Fourth, publish functionality, not just coverage: hours of supply, test results and downtime, village by village, on a public dashboard. India has done the hard, visible part faster than almost anyone predicted. The invisible part is what turns it into water security, and the country now has both the infrastructure and the data systems to finish the job.
