Thirty-Two Universities That Do Not Exist

NEW DELHI: The University Grants Commission’s list of institutions calling themselves universities without the authority to do so now runs to 32. Two years ago it ran to 21. The increase is not, in the main, a story about more fraud. It is a story about more detection — and about the admission season now under way.

Twelve of the 32 are in Delhi and four in Uttar Pradesh; Haryana, Rajasthan, Jharkhand and Arunachal Pradesh appear for the first time. The geography is not accidental. Fake universities cluster where two conditions overlap: a large floating student population that has just missed a cut-off somewhere else, and a dense enough market in coaching and admission consultancy for a plausible-looking prospectus to circulate without anyone asking a regulator. That description fits the national capital region in July and August better than it fits anywhere else in India, which is precisely the window a family is in right now.

The cost is not the fee: a degree from an unrecognised institution fails at the point of use — a government application, a postgraduate admission, a visa file — typically three or four years after the money was paid.

The damage is never discovered at admission. It is discovered at the first job application, and by then the years are spent as well as the money.

The structural point, and the reason this is a permanent subject rather than a seasonal one, is that verification in Indian higher education runs the wrong way round. A family is asked to establish that an institution is genuine, using a register they have never heard of, against a prospectus designed by people who have thought about this problem for longer than they have. The burden sits with the least-equipped party in the transaction. Every serious remedy proposed over the last decade — a single searchable national register, mandatory display of recognition status on every advertisement and admission page, a verification step built into the fee payment itself — is a way of moving that burden back to the institution, where it belongs. This is not a difficult reform. It is a plumbing reform.

The encouraging development is that the plumbing is being laid. The Education Ministry this week set out time-bound recognition and accreditation reforms, alongside measures aimed at misleading EdTech advertising — the two halves of the same problem, since the modern version of the fake prospectus is a sponsored post rather than a pamphlet. Accreditation on a clock matters more than it sounds: when recognition decisions are slow, the grey zone between “applied for” and “granted” is exactly the space a bad-faith institution advertises in. Close the timeline and the ambiguity closes with it. In the meantime the practical advice for a family reading this in admission season is unglamorous and takes four minutes: open the UGC list, search the name, and check the spelling character by character, because the commonest trick in this trade is a name one letter away from a real one.
