NEW DELHI: The relationship is seventy-nine years old, worth thirteen billion dollars a year in goods, and has almost no investment in it. That last fact is the opportunity.

The Prime Minister of Belgium came to Rajghat before he came to Hyderabad House. Bart De Wever laid flowers at Mahatma Gandhi’s memorial on the morning of 3 September 2026, and then went to talk to Narendra Modi about diamonds, defence and the road to a free trade agreement with the European Union. He is the first Belgian Prime Minister to make the journey since he took office in February 2025, and he has brought his Defence Minister, Theo Francken, with him. Agreements are expected to be signed.

Belgium is a small country that has been unusually early about India for a long time. It was among the first European states to open diplomatic relations with independent India, in September 1947 — which makes the relationship, this month, seventy-nine years old. Akashvani puts the shared history at over three centuries. Bilateral trade crossed thirteen billion dollars in 2025-26. A large part of that is stones: Antwerp is one of the world’s great diamond markets, and the diamond trade remains, in the broadcaster’s words, a significant component of the commerce between the two countries.

The number that is missing

Now set beside that a second figure. Foreign direct investment from Belgium into India between April 2000 and December 2025 came to about 4.2 billion dollars. Twenty-five years and nine months of investment — against thirteen billion dollars of trade in a single year.

Over that period Belgian FDI into India has run at an average of roughly 163 million dollars a year. Put another way, a quarter-century of Belgian investment amounts to less than a third of one year’s two-way trade, and each year’s investment to about a sixtieth of it. That is not a criticism of anybody. It is a description of a relationship that has been overwhelmingly commercial and only marginally capital-forming, and it is the single most useful thing to know before reading whatever is signed at Hyderabad House this afternoon.

APPRECIATION — WHOSE WORK THIS IS

Prime Minister Narendra Modi and Prime Minister Bart De Wever, who has brought his Defence Minister, Theo Francken, to New Delhi with him — the first Belgian head of government to make the journey since taking office in February 2025, and a delegation wide enough to put defence, diamonds and clean energy on one table.

WHAT INDIA GAINS

A European partner with a defence portfolio now attached to it, a seat close to the India–EU free trade negotiation, and the plainest possible case for converting a diamond-heavy trade into factories, ports and clean-energy capital on Indian soil.

What is actually on the table

Four strands run through this visit, and they are not of equal weight. Trade and investment is the oldest and the largest. Defence is the newest: Belgium has appointed a Defence Attaché in New Delhi, and a Defence Minister does not accompany a Prime Minister on a trade trip by accident. Renewable energy, clean technology and sustainability is where the science and technology cooperation has settled. And behind all three sits the India–EU free trade agreement, which is the context in which Mr De Wever will address a Confederation of Indian Industry gathering.

Belgium matters in that last negotiation out of proportion to its size, because Brussels is where the European Union does its business and because a member state that already trades thirteen billion dollars a year with India is a member state with an interest in the deal closing. India’s exporters — of gems and jewellery above all, but also of chemicals, machinery and pharmaceuticals — are the ones who would feel the tariff lines move.
Seventy-nine years of diplomacy, thirteen billion dollars of trade, and a sixtieth of that in yearly investment. The gap is the agenda.

Thirty-five thousand people

About thirty-five thousand people of Indian origin live in Belgium. It is a small number by the standards of the diaspora, and a very large one by the standards of Belgium, a country of roughly the population of Kerala. They are concentrated where the trade is. When a relationship carries thirteen billion dollars of goods a year across thirty-five thousand people, each of those people is standing next to about 371,000 dollars of annual commerce — a figure this desk computed rather than found, and one that explains why the community has the weight it does in Antwerp’s trade and in Belgium’s politics.

What India gains from a visit of this kind is not the signature. It is the standing: a European Union member arriving in Delhi with a defence portfolio and a trade agenda, at the moment the Union is deciding how far to open its market to Indian goods. That is worth more than any single memorandum.
