The Week in Review

New Delhi, 4 October 2026The biggest decision of the week was about wires. On 30 September the Union Cabinet cleared the third phase of the Green Energy Corridor: ₹1,86,405 crore to build the transmission lines and the battery storage that will carry 135 GW of renewable power out of the States that generate it, by 2032-33. India has spent a decade learning to build solar parks faster than anyone expected. The constraint now is the line from the park to the city, and the Cabinet has put a number on removing it.

The same meeting fixed next year’s rabi prices. Mustard rises by ₹413 a quintal and lentil by ₹390, the two largest increases; wheat moves by ₹25, less than 1% — a signal, if a quiet one, that the government wants the winter sown with oilseeds and pulses rather than more grain it already holds in plenty. The decision arrived on the day the India Meteorological Department closed the books on the monsoon: 759.4 mm across the country between June and September, 87% of the long-period average, with 17 of 36 subdivisions deficient and a strong El Niño standing over the end of the season. The rabi crop will be sown into drier ground than usual, and the price signal was read against that.

The factory floor, meanwhile, had its best month in a long time. Industrial output grew 8.0% in August over August 2025, the Ministry of Statistics reported on 28 September, with manufacturing at 9.0% and capital goods — the machines that make other machines — at 16.9%. Electrical equipment grew 30.9%. Set beside the Controller General of Accounts’ figures of 30 September, which show the Centre’s capital spending at 41.7% of the year’s budget by August against 38.5% at the same point last year, the picture is of a government building and an industry tooling up to supply it.

And in Aichi-Nagoya, two hockey teams did something no Indian hockey teams had done before: both took gold at the same Asian Games. India closed the medal days with 21 gold, 27 silver and 37 bronze, 85 medals in all, fourth on the table. The Union Public Service Commission marked its hundredth year at Bharat Mandapam on 1 October, and the Prime Minister reminded it that women were 3% of the civil services in 1952 and are above 30% now.

₹413 a quintal — the rise in the minimum support price of rapeseed and mustard for the 2027-28 rabi season, to ₹6,613, a 6.7% increase on this desk’s arithmetic. Lentil rises ₹390 to ₹7,390; wheat ₹25 to ₹2,610, under 1%. Union Cabinet, 30 September 2026, Release ID 2316956.

41.9% — the Centre’s fiscal deficit by end-August as a share of the year’s Budget Estimate: ₹7,10,249 crore of ₹16,95,768 crore, against 38.1% at the same point last year. 85 — India’s medals at the 20th Asian Games in Aichi-Nagoya at the close of competition on 3 October: 21 gold, 27 silver, 37 bronze, fourth on the table. Gold is 24.7% of the haul, recomputed here. Governance and the Union Cabinet

New Delhi, 4 October 2026 The Cabinet of 30 September took three decisions: Green Energy Corridor Phase-III, the rabi support prices, and an intelligent traffic management system for Delhi costing ₹1,789.52 crore across 42 corridors, 1,092 adaptive signal points and 1,029 enforcement points, to be built in three phases over 24 months and run for five years after that (Release ID 2316955). The Union Public Service Commission completed a hundred years on 1 October at Bharat Mandapam, where the Prime Minister released a commemorative stamp, a coin and a compilation of a hundred judgements shaping the commission’s work; exam-takers have grown 45-fold since 1976, and three of the four chairpersons appointed since 2014 have been women (Release ID 2317531). Special Campaign 6, the annual drive against pending files and office clutter, entered its implementation phase on 2 October and runs to 31 October; the Department of Telecommunications alone listed 12,513 physical files for review (Release ID 2318419). More than 2.42 lakh Special Gram Sabhas met across the country on Gandhi Jayanti under the People’s Plan Campaign (Ministry of Panchayati Raj, Release ID 2318441).

Economy, GDP and public finance

Industrial output grew 8.0% in August, with 18 of 23 manufacturing groups positive and electrical equipment, other transport equipment and motor vehicles each above 25% (Ministry of Statistics, 28 September 2026). The Centre’s accounts to end-August show revenue receipts at 36.6% of the year’s estimate, exactly last year’s pace, while total expenditure ran at 38.9% against 37.1%; the fiscal deficit stood at 41.9% of the Budget Estimate. The primary deficit — the deficit before interest — was 67.0% of its estimate against 23.7% a year earlier, which on this desk’s arithmetic puts interest paid so far at ₹5,14,810 crore, 36.7% of the year’s interest bill (Controller General of Accounts, 30 September 2026). Small-savings rates for October to December were left unchanged for a tenth quarter.

Markets, banking and insurance

The Reserve Bank’s Monetary Policy Committee did not meet in the week; it sits on 5, 6 and 7 October, with the Governor’s statement due on 7 October (Reserve Bank schedule, 23 March 2026). Its data releases of 30 September put external debt at USD 778.2 billion, 20.8% of GDP, with loans the largest component at 34.3% and 54.8% of the stock denominated in dollars; the weighted average lending rate on fresh rupee loans rose to 8.61% in August from 8.52% in July, while the one-year median marginal cost of funds based lending rate eased to 8.61% in September from 8.70%. The Supreme Court on 28 September declined to stay the merchant discount rate on UPI merchant payments above ₹2,000 that takes effect on 15 October, calling the question “less legal and more technical” and giving the Union four weeks to reply (All India Radio, 28 September 2026). No board decision of the Securities and Exchange Board of India was traced to a primary document within the week.

Industry, manufacturing and MSME

Capital goods output grew 16.9% in August and intermediate goods 13.7% (Ministry of Statistics, 28 September 2026). Maruti Suzuki sold 2,36,013 vehicles in September — 1,85,252 in the domestic market, 6,542 to other manufacturers and 44,219 exported — according to the company’s own release of 1 October 2026. The Remission of Duties and Taxes on Exported Products scheme was extended to 31 December 2026 at unchanged rates and caps, covering domestic tariff area units, advance authorisation holders, special economic zone units and export-oriented units (Ministry of Commerce and Industry, 2 October 2026, Release ID 2318052). No new semiconductor or production-linked incentive approval was traced within the week.

Trade, exports and FTAs

Commerce and Industry Minister Piyush Goyal told the G20 trade ministers at Milwaukee on 29–30 September that border measures “must be based on specific and verifiable evidence rather than presumptions about entire countries,” and held bilateral meetings with Australia, Saudi Arabia, France, the Republic of Korea and Canada (Release ID 2318096). His meeting with the United States Trade Representative turned on “the early conclusion of a mutually beneficial interim agreement” under the bilateral trade agreement; no readout from either government gives a date. The India–New Zealand agreement remains on course for 20 October; the customs notification giving effect to it had not appeared by 3 October. The India–Netherlands agriculture talks of 28 September set a work plan on 25 centres of excellence and the seed sector (Release ID 2318321).

Infrastructure, transport and urban development

The Delhi intelligent traffic management system — “One Network, Smarter Traffic” — is the week’s urban decision: ₹1,789.52 crore including taxes, 42 corridors, 1,092 adaptive traffic-control locations and 1,029 enforcement locations (Union Cabinet, 30 September 2026, Release ID 2316955). The Ministry of Railways’ September freight figure had not been released by 3 October; the August loading of 137.9 million tonnes remains the latest. Under Jal Jeevan Mission 2.0, “Jal Arpan” was observed in more than 1,850 gram panchayats on Gandhi Jayanti, 346 Har Ghar Jal certificates were issued, and the ministry put tap connections at more than 15.96 crore rural households, over 82% of the total — which implies about 19.5 crore rural households, recomputed here (Ministry of Jal Shakti, 3 October 2026, Release ID 2318669).

Energy, renewables and climate

Green Energy Corridor Phase-III is the largest single energy decision of the year so far: ₹1,86,405 crore, of which ₹1,36,378 crore for intra-State transmission and ₹50,000 crore for 50 GWh of battery storage — ₹1,000 crore a gigawatt-hour, recomputed here — to evacuate 135 GW of renewable capacity by 2032-33 on the way to 900 GW of non-fossil capacity by 2035. State transmission utilities implement; greenfield lines go by tariff-based competitive bidding and brownfield work on a cost-plus basis (Release ID 2316950). The monsoon closed at 87% of normal with a strong El Niño “prevailing at the end of the season,” and the Met Department’s outlook for October is below-normal rain and above-normal temperature over most of the country (India Meteorological Department, 30 September 2026). Electricity output grew 12.3% in August (Ministry of Statistics).

Agriculture, rural development and cooperatives

Rabi support prices for 2027-28: wheat ₹2,610 a quintal (+₹25), barley ₹2,286 (+₹136), gram ₹5,958 (+₹83), lentil ₹7,390 (+₹390), rapeseed and mustard ₹6,613 (+₹413), safflower ₹7,215 (+₹675). The Cabinet note puts procurement of the six rabi crops at 3,921 lakh tonnes between 2014-15 and 2025-26 against 2,302 lakh tonnes in the previous decade, a rise of 70.3% recomputed here, and the support price paid at ₹8.36 lakh crore against ₹2.65 lakh crore (Release ID 2316956). The Indian Council of Agricultural Research and the Food Corporation of India signed an agreement on 30 September to trial nitrogen, carbon dioxide and hermetic-bag fumigation of stored wheat and rice, after resistance to aluminium phosphide of 72–100% was recorded in key States (Release ID 2317785). At the Gaupalak Sammelan in Bhopal on 3 October the Union Cooperation Minister put milk production at about 24.80 crore tonnes against 14.06 crore tonnes in 2014-15 — up 76.4%, recomputed here — and per-head availability at 485 grams a day from 307 (Release ID 2318688). The last kharif sowing statement remains that of 4 September, at 1,086.31 lakh hectares.

Health and pharmaceuticals

The Department of Biotechnology has funded 210 nanomedicine research projects with ₹174 crore, the Minister of State for Science and Technology said at the World Congress on Nanomedicine in New Delhi on 27 September (All India Radio, 27 September 2026). The ninth Rashtriya Poshan Maah closed on 30 September; the Ministry of Women and Child Development had not published its national activity count by 3 October. No drug approval, regulatory circular or peer-reviewed finding from the Indian Council of Medical Research was traced to a primary document within the week.

Education, skilling and youth

The Ministry of Education approved five Centres of Excellence for classical languages on 3 October — at Tezpur University, Visva-Bharati, the Deccan College in Pune, the Central University of Odisha and the Central University of Gujarat — for research, digitisation and dissemination of linguistic heritage (Release ID 2318679). The Supreme Court on 28 September directed the Central Board of Secondary Education to extend to Class 6, from April 2027, the exemption from the three-language formula already given to Classes 7 to 9; the Solicitor General told the court about 99% of the board’s schools had adopted the policy (All India Radio, 29 September 2026). The Indian Institute of Science ranked joint 254th in the Times Higher Education world rankings released on 30 September, the highest Indian placing.

Science, space and technology

India’s first 5.56 km free-space quantum key distribution link was demonstrated by QNu Labs with the Bhaskaracharya National Institute for Space Applications and Geo-informatics and IIT Gandhinagar, at a quantum bit error rate of 5% or less and a secure key rate of 230–260 bits a second (Ministry of Electronics and Information Technology, 3 October 2026, Release ID 2318702). ISRO held a three-day National Meet on Scientific Exploration of the Moon at its Laboratory for Electro-Optics Systems in Bengaluru from 28 September, with about 150 participants from more than 45 institutions, taking stock from Chandrayaan-1 to the planned Chandrayaan-5 (ISRO, 29 September 2026). No launch took place in the week.

Defence and internal security

Security forces killed the Lashkar-e-Taiba commander Musa alias Asif Fauji in an intelligence-based operation at Gurvatkalan in Budgam on 30 September; the Home Ministry’s statement lists the group’s three other senior commanders eliminated since December 2024 (Release ID 2317000). INS Sahyadri and INS Kulish completed the second ASEAN–India Maritime Exercise at Subic Bay in the Philippines on 3 October under the theme “Unwavering Trust, United at Sea” (Release ID 2318746). The drug trafficker Navpreet Singh alias Nawab Virk was extradited from Türkiye; the ministry’s note records 288 fugitives brought back from 36 countries between 2019 and August 2026, and 182 of 401 Red Corner Notices executed in three years — 45.4%, recomputed here (Release ID 2318650). Mi-17 V5 helicopters of Central Air Command delivered 10 tonnes of relief to Saran district in Bihar after the Gandak rose (Release ID 2318655). The multinational air exercise Tarang Shakti continues at Jodhpur to 12 October.

Law, justice and Parliament

The Supreme Court Collegium on 28 September recommended three High Court Chief Justices for elevation — Justice Sunita Agarwal of Gujarat, Justice Devendra Kumar Upadhyaya of Delhi and Justice Aparesh Kumar Singh of Telangana (Collegium statement, 28 September 2026, sci.gov.in). The Election Commission extended the special intensive revision of electoral rolls in Andhra Pradesh, with the claims-and-objections phase to 10 October and the final roll on 16 October, and set Meghalaya’s final roll for 26 October (All India Radio, 30 September 2026). Two reports of the Comptroller and Auditor General — No. 3 and No. 4 of 2026 — were laid in the Jammu and Kashmir Assembly on 30 September; the reports were not yet on the auditor’s public register on 4 October. Parliament was not in session.

Social welfare, women and child, tribal affairs

The Ministry of Social Justice and Empowerment reported ₹1,423.30 crore released over three years to 2024-25 for the Protection of Civil Rights and Prevention of Atrocities Acts, 217 exclusive special courts in 15 States and union territories, and relief paid to 99,216 victims in 2024-25 against 88,172 in 2022-23 — a rise of 12.5%, recomputed here. Cases registered in 2024 were 65,646 against 3,92,006 pending, about six years of one year’s inflow (Release ID 2317515, 1 October 2026). The national SafaiMitra health and welfare camp reached 3,69,469 sanitation workers across 3,870 urban local bodies, with 3,02,958 health check-ups and 57,967 Ayushman cards issued — 15.7% of those reached (Release ID 2317909). The Rashtriya Vayoshri Yojana gave 662 assistive devices worth over ₹10 lakh to 114 senior citizens in Delhi-NCR on 2 October (Release ID 2318364).

The States and the North East

The Jammu and Kashmir Assembly passed a resolution on 28 September seeking the restoration of statehood. The Home Ministry and the Ladakh administration published standard names for 28 peaks, glaciers, passes, lakes and rivers on the Survey of India map (Release ID 2318027, 2 October 2026). Madhya Pradesh hosts the Gaupalak Sammelan and a ₹255 crore dairy plant at Ujjain for 3 lakh litres a day, with the State’s daily collection target raised from 12 lakh to 52 lakh litres (Release ID 2318688). Nagaland launched Jan Manthan, the citizen phase of its Reform Utsav, through village councils on 2 October. The Union Tribal Affairs Minister’s four-day tour of Uttar Pradesh and Uttarakhand ends with the Aadi Rangotsav at Khatima on 4 October (Release ID 2317440).

Culture, heritage and tourism

On World Tourism Day, 27 September, the Ministry of Tourism launched the National Digital Tourism Stack with the Open Network for Digital Commerce — build to December 2026, pilot to June 2027, scale to 23,000 experiences and homestays by the end of 2028 — and Dekho Apna Desh 2.0, and released India Tourism Statistics 2026, which put tourism at 5.22% of gross domestic product and 8.46 crore jobs in 2023-24 (All India Radio, 28 September 2026). The eighth Prime Minister’s Mementos e-auction runs to 31 October with 30 Delhi-themed items, proceeds to Namami Gange (Release ID 2318151). The Centres of Excellence for classical languages appear under Education above. Sharadiya Navratri begins on 12 October.

Sport

The 20th Asian Games at Aichi-Nagoya ended their medal days on 3 October with India at 21 gold, 27 silver and 37 bronze — 85 medals, fourth on the table, the second-largest Indian haul after Hangzhou’s 107. The men’s hockey team retained its gold, a fifth in all, a day after the women won theirs for the first time in more than four decades; the Prime Minister’s Office noted both teams had never before taken gold at the same Games (Release IDs 2318743 and 2318340). Also on 3 October: Aman Sehrawat’s gold at 57 kg, India’s first in that wrestling class; Pranavi Sharath Urs’s gold in women’s individual golf, another first; Kumkum Anil Mohod’s gold in women’s recurve, the first by an Indian woman; the men’s cricket team’s gold against Pakistan. On 2 October: Lovlina Borgohain, Parveen and Ankush took boxing golds, Sujeet gold at 65 kg, and the women’s recurve team gold; the men’s sepaktakraw quadrant and Nethra Kumanan in the dinghy took bronzes. Antim Panghal’s silver at 53 kg and the women’s team golf silver were confirmed on 4 October. The Sports Ministry opened a national register of physical education teachers on 1 October (Release ID 2317611).

India and the world

The Prime Minister and the President of the United States spoke by telephone on 30 September and reviewed cooperation in trade, defence, energy and critical technologies, agreeing to “maintain close engagement to take our Comprehensive Global Strategic Partnership forward” (All India Radio, 30 September 2026, carrying the Prime Minister’s statement). The External Affairs Minister delivered India’s national statement at the 81st United Nations General Assembly on 26 September, New York time. Piyush Goyal represented India at the G20 Trade Ministers’ Meeting at Milwaukee and backed the United Kingdom’s 2027 presidency (Release ID 2318096). The second ASEAN–India Maritime Exercise concluded in the Philippines; the India–Republic of Korea joint committee on defence industry met in New Delhi on 29 September; the India–Netherlands agriculture talks were held on 28 September. The Home Minister responded on 2 October to the Russian President’s remarks on the Prime Minister’s peace efforts (Release ID 2318371).


The grid catches up with the sun

A solar park in Rajasthan can be built in eighteen months. The line that takes its power to a factory in Haryana can take five years, because it crosses farmland, forest and three sets of permissions, and nobody’s name is on the ribbon when it is finished. For a decade India has built the parks faster than the lines. On 30 September the Union Cabinet decided to spend ₹1,86,405 crore closing the gap.

Green Energy Corridor Phase-III, approved on the recommendation of the Ministry of New and Renewable Energy, has two parts. The larger, ₹1,36,378 crore, is intra-State transmission — the substations and lines inside each State that carry renewable power from where it is generated to where the State grid can use it or hand it on. The smaller, ₹50,000 crore, buys 50 gigawatt-hours of battery energy storage. Together they are meant to evacuate 135 GW of renewable capacity by 2032-33.

What the Centre pays, and what it does not

Central financial assistance is ₹54,082 crore — 29% of the outlay, on this desk’s arithmetic from the release’s two figures. The remaining 71% comes from the States, their transmission utilities and private developers under tariff-based competitive bidding for new lines, with existing lines strengthened on a cost-plus basis. That ratio is the design: the Centre pays enough to make a State build a line it would otherwise defer, and no more.

The storage figure deserves its own line. ₹50,000 crore for 50 GWh is ₹1,000 crore a gigawatt-hour, or ₹1 crore a megawatt-hour of capacity, recomputed here. The release does not say how that was arrived at, and the number will be the one to watch as tenders are issued, because battery prices have been falling and a 2026 estimate for a 2032 fleet is a cautious one.

Why storage, and why now

Solar power peaks at noon and India’s demand peaks at seven in the evening. The first two phases of the corridor built lines; they could not move noon to the evening. Fifty gigawatt-hours of batteries can hold roughly an hour of a 50 GW surplus and release it when the lights come on. The release places the scheme in service of a 900 GW non-fossil capacity target for 2035 — the first time that figure has appeared in a Cabinet decision — and says it will generate “large direct and indirect employment” in power, manufacturing, construction and grid management, without putting a number on it.

Divide the outlay by the capacity and the scheme costs about ₹1,381 crore for every gigawatt it evacuates. That is a fraction of what a gigawatt of generation costs to build, which is the plain case for it: a line is cheaper than the park it serves, and without the line the park earns nothing in the hours the State cannot take its power.

Why It Matters

India gains the capacity to use the renewable power it has already built. Every gigawatt of solar that cannot be evacuated is capital sitting idle at noon and coal burning at dusk. The corridor turns a generating target into a delivered one, keeps the manufacturing of transformers, conductors and battery cells inside the country, and gives the States a share in the line rather than a bill for it. For an Indian household it means the evening peak met from the afternoon’s sun, and a power bill that reflects a cheaper source.

Blitz View

The release gives a total and a date. A State-by-State schedule — how many circuit-kilometres, how many gigawatt-hours of storage, and by which year — published on the ministry’s site and updated quarterly would let the first delays show while they can still be fixed, and would let every State see where it stands against the others.
