Fourteen welfare schemes integra

NEW DELHI: THE Government last month approved the Employment Linked Incentive (ELI) scheme named as Pradhan Mantri Viksit Bharat Rojgar Yojna to support employment generation, enhance employability and social security across all sectors, with special focus on the manufacturing sector. The scheme has been formulated after extensive consultations with all stakeholders, including labour-intensive ministries, trade unions, industry associations and experts. Besides a steering committee, an executive committee has also been constituted to ensure effective implementation, close monitoring, and regular oversight.

One-stop solution

The scheme has a registration period of two years and a budgetary outlay of Rs 99,446 crore for the period FY 2025-26 to FY 2031-32. It comprises two parts, and focuses on providing support to both employees and employers by way of incentives. The scheme provides for incentives for 1.92 crore new eligible employees under Part A. Incentive for creation of approx.. 2.59 crore additional jobs to employers is provided for under Part B of the scheme.

In keeping with the vision of the Budget announcement on developing e-Shram as a one-stop-solution for unorganised workers to have access to various social security schemes, the Ministry of Labour and Employment launched the e-Shram– ‘One-Stop-Solution’ on October 21 2024. It entails integration of different social security/ welfare schemes at single portal. This enables unorganised workers registered on e-Shram to access social security schemes and see benefits availed by them so far, through e-Shram.

So far, 14 schemes of different Central ministries/ departments have been integrated/mapped with the e-Shram to extend benefits and access to social security, insurance or skill development programmes to e-Shram cardholders including Pradhan Mantri Street Vendors Atmanirbhar Nidhi, Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, National Family Benefit Scheme, Mahatma Gandhi National Rural Employment Guarantee scheme, Pradhan Mantri Awas Yojana – Gramin, Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana, Pradhan Mantri Awas Yojana – Urban, Pradhan Mantri Matsya Sampada Yojana, Pradhan Mantri Kisan Maan Dhan Yojana, One Nation One Ration Card and Pradhan Mantri Matru Vandana Yojana.

In addition to the above schemes, eShram is also integrated with Pradhan Mantri Shram Yogi Maan-dhan (PMSYM), National Career Service (NCS), Skill India Digital Hub (SIDH), Unified Mobile Application for New-age Governance (UMANG), Digital Locker (DigiLocker), myScheme and Open Government Data Platform.

Additional integration

To further enhance the availability and accessibility of e-Shram and its associated services to unorganised workers, the Ministry of Labour and Employment officially launched the e-Shram mobile application on 24th February 2025. This application facilitates real-time access to welfare schemes integrated with the e-Shram platform, thereby significantly strengthening both accessibility and user convenience.

The Government, in its Budget Announcement for the financial year 2025- 26, has announced several key measures for the welfare of gig workers of online platforms (platform workers), viz., their registration on the e-Shram portal, issuance of identity cards, and extension of health care benefits under Ayushman Bharat-Pradhan Mantri Jan Aarogya Yojana (AB-PMJAY).
