Nobody Calls It Reform When a State Does It: Four Small Changes That Show Where Indian Governance Is Actually Moving

NEW DELHI: National policy gets the headlines; state policy gets the outcomes. Most of what an Indian citizen experiences as government — a police station, a school, a fisheries department, an agricultural extension office — is administered by a state, and the significant improvements in that experience rarely arrive as a single announcement. They arrive as small procedural changes that nobody outside the state notices. Four of them from the past fortnight are worth putting side by side, because read together they describe a direction of travel.

Gujarat has introduced an e-Zero FIR system for cyber financial fraud, which allows a victim to register a complaint without physically attending a police station. The design point matters more than the technology: in online financial fraud, the first hour determines whether money can be frozen in the receiving account, and the single largest source of delay has always been the distance between the victim’s living room and the nearest cyber cell. The same state has also had Unjha cumin and Unjha fennel entered in the Geographical Indication Registry in 2026, extending a portfolio that has made Gujarat one of India’s more active GI filers — a slow, paperwork-heavy route to giving a farming cluster a defensible brand.

Where delivery happens: the reforms that change a citizen’s daily experience of the state are almost always designed and executed at the state and district level, well below the reach of national headlines.

A state that qualifies for its second instalment before anyone else has not won a prize. It has demonstrated the one capability every central scheme quietly depends on — the ability to spend well and account for it.

Himachal Pradesh’s Mukhyamantri Machhuara Samman Nidhi Yojana is a different kind of instrument — a direct support scheme for roughly 3,700 fishing families across five reservoirs, Gobind Sagar, Pong Dam, Kol Dam, Chamera and Ranjit Sagar. Reservoir fisheries are among the least visible livelihoods in India: the households depend on a water body created for irrigation or power, whose level is managed for reasons that have nothing to do with fish, and they have historically fallen between the departments of fisheries, irrigation and revenue. Naming them as a beneficiary category is the first step to counting them properly. Maharashtra, meanwhile, has become the first state to qualify for the second instalment under the Rashtriya Krishi Vikas Yojana by meeting the Centre’s fund-utilisation benchmark — an achievement in absorptive capacity rather than in ambition, and one that too few states manage.

The common thread, and the constructive lesson, is that India’s federal system already contains a working mechanism for spreading good ideas: it just runs slowly. A state invents a procedure, a second state copies it two years later, and the Centre eventually codifies it. That cycle can be shortened deliberately. A standing inter-state clearing house for administrative innovations — with the implementation detail published, not just the announcement, and with an honest account of what went wrong in the first six months — would let the twenty-eighth state adopt a reform in twelve months rather than five years. The talent to design these measures plainly exists across the country. What is missing is a fast, unembarrassed way of sharing it.
