A test for Trump future

US midterm polls also carry wider implications for India

As US diesel prices climb to over $6 a gallon ahead of the November 3 midterm elections, President Donald Trump faces mounting pressure over an economic issue that could influence control of Congress, while carrying wider implications for India. The increase threatens to raise transport charges, farm production expenses and consumer prices, testing the administration’s promise to ease the cost of living.

Republicans are defending narrow majorities in Congress, while Democrats are seeking to regain control of the House of Representatives. Forecasts suggest the House contest is particularly competitive, although the outcome remains uncertain. Persistent economic anxieties could complicate the Republican campaign by reinforcing voters’ concerns about the administration’s performance.

Set of interventions

The latest figures have undermined efforts to demonstrate progress. Diesel prices rose nearly 10 cents a gallon in the week reported on October 23, reversing two weeks of declines. An October Reuters/Ipsos poll found that nearly 80 per cent of Americans blamed Trump for higher costs, adding to the political pressure on the White House.

Trump has responded with an array of interventions, including $8 billion in additional farm assistance, temporary relaxation of certain rules governing truckers’ use of red-dyed diesel, easing of some sanctions affecting Russian fuel supplies and pressure on European allies to release emergency oil stocks. Yet these measures have struggled to deliver sustained relief.

The consequences extend beyond transport operators. Farmers face higher production expenses, while trucking companies may pass increased operating costs on to consumers through more expensive food and other goods. In agricultural states such as Iowa and Kansas, pressure on rural incomes could weaken support for Republicans among voters concerned about the economics of farming.

Vulnerable India

For India, the significance lies in the potential interaction between US energy-market pressures and global oil prices. As one of the world’s largest crude oil importers, India is vulnerable to sustained increases in international prices, which can widen its import bill, intensify inflationary pressures and complicate management of the rupee. Higher energy costs can also raise transportation and manufacturing expenses.

However, rising American diesel prices do not automatically translate into higher Indian retail fuel prices. US prices can reflect domestic refining constraints and distribution costs, while Indian pump prices depend on international crude benchmarks, exchange rates, taxation and oil marketing companies’ pricing decisions. The implications for India, therefore, hinge on whether the US increase signals a broader and sustained rise in global energy prices.

There is also a diplomatic dimension. If Democrats gain control of either chamber, Trump could face greater congressional scrutiny and a more complicated legislative environment. The consequences for India-US trade, energy cooperation and strategic ties would depend on subsequent policy decisions, rather than the electoral outcome alone.
