NEW DELHI: The International Solar Alliance has had Country Partnership Frameworks on its agenda for months without a single counterparty attached to them. This week, at a meeting in Victoria Falls, three countries were named — and each was chosen for a different reason.
Speaking to reporters at the eighth meeting of the ISA Regional Committee for Africa, held at Victoria Falls in Zimbabwe from 24 to 27 August 2026, the alliance’s Director-General Ashish Khanna said the first Country Partnership Frameworks would be signed with Zimbabwe, Senegal and the Seychelles. He put the reasoning plainly: a partnership framework is needed “because this requires strategy, policy and financing and local people to implement”.
Until that sentence, the frameworks were an instrument without a counterparty. They now have three, and the geography of the choice is the first thing worth reading. Zimbabwe is a landlocked Southern African economy with a thermal-and-hydro grid. Senegal is a West African coastal state where India’s solar deployment record is thin. The Seychelles is an Indian Ocean island nation whose entire electricity system is small enough to be rebuilt within a decade. One framework each, in three utterly different kinds of energy market — which is how an institution tests an instrument before it scales it.
One framework, three very different grids. The ISA’s first African Country Partnership Frameworks go to a landlocked Southern African economy, a West African coastal state and an Indian Ocean island nation. The instrument is the same in each; the electricity system it must work inside is not.
A facility is money. A framework is a procurement pipeline. Only one of the two turns into orders for Indian firms.

India’s stake in this is easy to state and easy to get wrong. New Delhi has put USD 25 million into the Africa Solar Facility, and the facility is structured to catalyse roughly USD 700 million in blended finance — one dollar of Indian public money standing behind twenty-eight dollars of other people’s capital. That ratio is genuinely striking, and it is also the least useful number in the announcement. Leverage of that kind only converts into contracts where there is a pipeline of tendered projects for firms to bid into. A facility supplies money; a Country Partnership Framework supplies the strategy, the policy and the procurement calendar that money needs in order to become an order book. Three frameworks with three named governments are therefore worth more to an Indian module maker or EPC contractor than the headline facility figure is.
There is a caution to carry alongside the enthusiasm, and it concerns the way the investment figures are being quoted. Two different numbers are in circulation from the same meeting. One is that about two per cent of roughly USD 2 trillion in global clean-energy investment last year reached Africa. The other, from the ISA’s own written statement, is that about USD 9 billion of USD 521 billion invested globally in solar in 2024 went to the continent — which this desk computes at 1.73 per cent. Both round to “about two per cent”, but one describes all clean energy and the other describes solar alone, and the absolute figures differ by a factor of more than four. Anyone quoting the percentage without its base will misstate African solar investment by tens of billions of dollars. Blitz India prints the base with the percentage, every time.
What follows from here is a matter of preparation rather than persuasion. India has already built, at home, the thing these three countries are being offered help to build: 164.59 GW of installed solar capacity as on 31 July 2026, up from 2.8 GW in 2014, and a domestic module manufacturing base large enough to supply it. The constructive next step is administrative rather than diplomatic — publishing, through the Department of Commerce and the Ministry of New and Renewable Energy, how many Indian firms are pre-qualified to bid for solar tenders in Harare, Dakar and Victoria today, and closing that gap where it is wide. Senegal in particular is new ground. A framework signed there is a door opened, and doors close again if nobody walks through them.
