A reference material is a bottle whose contents are known to a certified accuracy. It is the least glamorous object in a laboratory and the one without which nothing else in the room can be trusted: an instrument that has not been checked against a known quantity is only expressing an opinion. India has bought most of its bottles from abroad. It is now beginning to make them.

At a Technology Transfer and Bharatiya Nirdeshak Document function at the Council’s headquarters in New Delhi, jointly organised by the CSIR-National Physical Laboratory and the CSIR-Central Road Research Institute, ten Bharatiya Nirdeshak Dravyas were released, seven technologies were licensed to named companies, and five vapour cells built at the National Physical Laboratory were handed to the Solid-State Physics Laboratory of the Defence Research and Development Organisation for quantum sensing.
What a Bharatiya Nirdeshak Dravya is
The ten released cover eight phytochemicals, one precious metal and one propane gas. The arithmetic closes: eight plus one plus one is ten, and this desk checked it, because a released list and a released count do not always agree. Prof. Venu Gopal Achanta, Director of the National Physical Laboratory, set out the case for them at the function: reliable measurement, he said, is the backbone of modern manufacturing, trade, healthcare, environmental monitoring and emerging technologies, and the growing repository of these reference materials is reducing India’s dependence on imported reference standards.
The phytochemical set is the one to watch. Dr P. K. Trivedi, Director of the CSIR-Central Institute of Medicinal and Aromatic Plants, put the reason in a sentence: standardisation is what gives plant-based products and natural ingredients credibility and global acceptance. An Indian ayurvedic extract sold into a regulated foreign market must prove its content against a certified standard; if that standard is European, the exporter pays for it in money and in time. If it is Indian and internationally recognised, the exporter does not.
Five glass cells, and the atoms inside them
The transfer of five vapour cells to the Defence Research and Development Organisation’s Solid-State Physics Laboratory is the strategic item. A vapour cell is a sealed glass cell holding an alkali-metal vapour. Excite those atoms into high-lying energy states and they become acutely responsive to electric fields — the atom itself becomes the measuring instrument, calibrated by nature rather than by a factory. The release states the transfer and its purpose, quantum sensing; it does not describe the cells’ specification, and this desk does not supply one. NOT STATED.
The related licence is on the record, though, and it is the same physics: Rydberg Systems Based Broad Band E-Field Sensing Technology went from the National Physical Laboratory to Nostradamus Technologies Private Limited of Hyderabad. A laboratory that hands components to a defence laboratory and licenses the underlying sensing technology to a company in the same month is a laboratory operating on both of the routes a research system is supposed to have.
The seven, and where each has gone
Three from the National Physical Laboratory: the Rydberg-based broad-band electric-field sensing technology to Nostradamus Technologies, Hyderabad; a high-volume PM2.5 impactor sampler to Engineering and Environmental Solutions Private Limited, Aligarh; and an environment-friendly, scalable process for recycling pharmaceutical blisters and allied packaging waste to GM Industries, New Delhi. Four from the Central Road Research Institute, whose Director Dr Ch. Ravi Sekhar noted that the institute’s transfers have been rising steadily: a drone-based non-destructive testing system for bridges to Dronix Technologies Private Limited of Chennai; an air-cleaning nano-photocatalytic pave-sealing emulsion to Ashita Renewables, Muzaffarnagar; a pothole repair machine to Petrochem Specialities, also Muzaffarnagar; and a glare-mitigation device to Intelligent Diagnosis LLP, Gurugram. Three and four make seven, and that closes too.

BLITZ CALCULATION. The release’s own component list was added up here rather than taken on trust: 8 + 1 + 1 = 10, and 3 + 4 = 7. Both close. Of the seven licensees, four are outside the National Capital Region and two are in a single district of western Uttar Pradesh, Muzaffarnagar — a concentration the release does not remark on and which this desk derived by reading the addresses.
WHAT INDIA GAINS. A reference standard made in India is one an Indian exporter no longer has to buy abroad, and an Indian regulator no longer has to accept on somebody else’s authority; and a quantum component built here is one that cannot be denied to India later.
Where it stands, and what is not
These are not findings; they are transfers, and the distinction is worth keeping. Nothing here is a discovery announced in a journal. What the record shows is research that has already left the bench: seven technologies with a named licensee each, which places them past the laboratory and at the door of a factory. Dr N. Kalaiselvi, Director General of the Council and Secretary of the Department of Scientific and Industrial Research, made the point that these monthly transfer events are now a standing platform, and that technology transfer is the culmination of research reaching society through industry rather than a transaction.
Three things the release does not state, and which this desk therefore does not print: the royalty or licence terms; the patent position on each transferred technology; and the production timelines the licensees have accepted. NOT STATED on all three. They are the questions a reader would ask next, and they are the questions the next release could answer.
A constructive suggestion. The Council already publishes each month’s transfers. If it were also to publish, once a year, what became of the transfers of the year before — how many licensees reached production, and how many did not — the platform would stop being a record of intentions and become a record of outcomes. No new machinery is needed for that; only the second entry.
