NEW DELHI:The Vice President is in a village in Eluru district today to launch a maize hybrid. It sounds like a small event. It closes a gap that has quietly cost Indian farmers the best-paying end of their own crop.
Vice President Shri C. P. Radhakrishnan visits Musunuru village in Eluru district, Andhra Pradesh, today, 24 August 2026, to launch India’s first non-genetically-modified high-expansion popcorn maize hybrid seed. He will also felicitate farmers and address agricultural stakeholders. The announcement carries two technical claims worth separating, because each does different work: non-GMO, and high-expansion.
Non-GMO is a regulatory fact before it is an agronomic one. India permits no genetically modified food crop for commercial cultivation; a popcorn hybrid developed through conventional breeding therefore needs no biotechnology clearance and can go to farmers directly. It also travels: several export markets and a substantial domestic consumer segment price a non-GMO label at a premium, and popcorn is sold as an identifiable product rather than blended into a commodity stream, so the label survives all the way to the shelf.

Expansion ratio is the whole business. It decides whether a kernel is popcorn or merely maize.

High expansion is where the money is. Expansion ratio measures the volume a kernel yields when it pops, and it is the single specification a popcorn buyer negotiates on: a higher ratio means more finished product from the same weight of grain, which is why processors pay a premium for it and reject consignments that fall short. India grows a great deal of maize — it is a staple in Bihar, Madhya Pradesh, Karnataka, Telangana and Andhra Pradesh — but popcorn-grade hybrid seed with a reliable expansion ratio has largely been imported, which means the farmer buys the input at an imported price and sells the output into a domestic commodity market. A domestic hybrid changes both ends of that equation at once.
The way forward is the part that always decides whether a seed launch becomes a crop. A hybrid announced at a village function reaches scale only if the seed is multiplied and distributed through the state seed corporations, if the recommended package of practices reaches extension workers in the maize districts, and if processors contract for the grain rather than buying it on the spot market — because a farmer will only plant a specialty variety when someone has committed to buy it. Andhra Pradesh, with its horticulture and food-processing base, is a sensible place to start. The number worth reporting a year from now is not how many packets were released today, but the acreage under the hybrid in the 2027 kharif season and the price it fetched at the gate.
