Down to the Last Stretch: India and the US Near a Trade Pact

NEW DELHI:
One of the year’s most consequential negotiations is entering its final days. India and the United States are in the closing stretch of talks on the first phase of a Bilateral Trade Agreement, with negotiators reported to be at the last sliver of the legal text as a temporary US tariff arrangement counts down to its July 24 expiry. India’s stance has been consistent: negotiate for the right terms rather than to the calendar, and secure an edge for Indian exporters rather than a rushed close.

The pact matters because the stakes are broad. The United States is among India’s largest trading partners, and a first-phase deal would touch goods from textiles and engineering to gems, pharmaceuticals and electronics, while setting the tone for the market access Indian firms win abroad. It also lands within a busy trade season: the India–UK agreement is moving into force, an India–EU deal is in its final rounds, and New Delhi has pacts and talks running with partners from the Gulf to Australia — a deliberate spreading of India’s export bets across many baskets.

Terms over deadlines: With a US tariff window closing on July 24, India is holding out for durable market access — part of a wider run of deals spanning the UK, the EU, the Gulf and Australia.

A trade deal signed in haste is renegotiated at leisure. The patience to hold out for the right terms is not delay — it is how a lasting agreement is built.

At a Glance

• Stage: first-phase India–US Bilateral Trade Agreement reported at the “last 1%” of text
• Clock: a temporary US tariff arrangement is set to expire July 24
• India’s line: negotiate for terms, not to the calendar
• Wider agenda: UK pact into force; EU deal in final rounds; talks with Gulf, Australia

Why watch the fine print of a single agreement? Because tariffs and rules of origin decide, quite literally, whether an Indian-made shirt or pump or generic medicine can compete on a American shelf — and therefore whether the order, and the job behind it, comes to India or goes elsewhere. A well-judged deal widens that access; a poorly judged one locks in disadvantages that are hard to unwind. The detail is the difference, which is why the last stretch is the hardest.

The constructive read is that India is negotiating from a position of growing strength — the fastest-growing major economy, with a diversified trade agenda that means no single deadline can corner it. The way forward is to close the pact on terms that genuinely lift Indian exporters, then move quickly to convert access into orders through logistics, quality standards and finance. Handled with that discipline, a deal reached in the final days becomes not a relief but a genuine opening — the start of a deeper, more balanced economic partnership.
