NEW DELHI: Two inflation numbers landed this week, and they told opposite stories. On Wednesday the National Statistics Office put retail inflation for July at 4.45%, a shade above June’s 4.38% and comfortably inside the Reserve Bank’s tolerance band. On Friday the wholesale index came in at 9.78%. A gap of more than five percentage points between what producers pay and what households pay is unusual, and it has one dominant explanation: fuel. Wholesale fuel and power inflation ran at 20.05% in July — though that is already an improvement on June’s 27.41% — while the retail basket absorbed only a fraction of it. Electricity, gas and other household fuels rose 2.02% at retail. The wedge is the imported oil shock working its way through the system, and it is being held at the factory gate rather than at the kitchen counter.

Look inside the retail release and the picture gets more specific still. The single fastest-rising line in the entire consumer basket is not food: it is jewellery. Silver jewellery is up 109.84% year on year, gold, diamond and platinum jewellery up 32.98%, and the sub-group that carries them — “other personal effects” — is up 43.54%. That one line pushed the whole personal-care and miscellaneous division to 14.77%. Meanwhile the things a manufacturing economy sells got cheaper: purchase of vehicles fell 4.37%, information and communication services rose just 0.30%, and potato was down 16.56% and tomato down 4.59% on the year. Food inflation at 5.52% is the number that matters to most households, and inside it ginger at 83.62%, garlic at 35.36% and onion at 22.54% are doing most of the work.
The production side of the economy was unambiguously strong. Industrial output grew 7.3% in June, with the index at 123.1 against 114.7 a year earlier; capital goods, the truest signal of investment intent, grew 14.2%. Merchandise exports in July hit $44.24 billion, the highest July on record, beating the previous best of $38.34 billion set in July 2022, with petroleum products up 67.64% and electronic goods up 57.4% to $5.92 billion. Imports at $76.22 billion grew slower than exports in percentage terms, leaving a merchandise gap of $31.98 billion; the services surplus pulled the overall deficit down to $15.03 billion. The external account was steadied further on Friday, when the Reserve Bank reported foreign exchange reserves at $707.00 billion for the week ended 7 August, a gain of $14.14 billion — the sharpest weekly rise since the week ended 30 January. Foreign currency assets added $9.95 billion to $574.63 billion and gold holdings $4.00 billion to $108.74 billion. Markets, cautious on oil and geopolitics, gave a little back: the Sensex closed the week at 78,009.25, down 490 points, and the Nifty 50 at 24,366.00, down 205.

The week’s institutional business was legislative and ceremonial in equal measure. Parliament’s Monsoon Session adjourned sine die on Thursday after 19 sittings across 25 days, having passed twelve Bills through both Houses — among them the Public Examinations (Prevention of Unfair Means) Amendment Bill, which mandates investigation within two months and trial within three, and which has already received Presidential assent. Then on Saturday 15 August, from the ramparts of the Red Fort, the Prime Minister delivered his thirteenth consecutive Independence Day address, on India’s eightieth Independence Day. He set out Saptadhara, a seven-stream action plan for 2047 covering manufacturing, agriculture, technology, Gati Shakti, defence, the green and blue economy and Indian soft power — and made the year’s headline commitment: artificial-intelligence skills training for one crore young Indians within twelve months, alongside a free national online coaching network for competitive examinations and a nationwide sports talent hunt for children aged five to fifteen. The address itself was carried live in 22 Indian languages by Bhashini, the government’s own open-source translation platform. Read together with two of the twelve Bills — one creating a national digital platform for MSME registration, another making cloud and electronic bank records admissible in evidence — the week amounts to something quieter than a speech. India has spent a decade building digital rails. This was the week it began writing them into the statute book.
