FOR the first time since the start of Ukraine-Russia conflict a little more than two years back, US has allowed for its weapons to strike targets within Russia. This move comes amidst growing concerns of further escalation in the ongoing war.
Previously, the Biden administration had restricted the use of US weapons to targets within Ukraine, fearing that strikes inside Russia could provoke Russian President Vladimir Putin to expand the conflict into Ukraine’s neighbouring countries or, worse, resort to using tactical nuclear weapons.
The recent Russian advances near Kharkiv, Ukraine’s secondlargest city, seems to have prompted a reassessment of the US policy.
Allowing Ukraine to return fire on Russian forces from within its own territory could bolster Ukrainian defences and potentially deter further Russian advances. But, restrictions remain on the use of long-range ATACMS missiles within Russian territory.
Nonetheless, this shift carries inherent risks. The potential for broader conflict escalation remains, and the international community will be closely monitoring Russia’s response to this new development.

While the administration has not publicly detailed the full scope of this policy shift, an unnamed official confirmed that the use of US weapons against Russian forces attacking near Kharkiv is now sanctioned. The continued prohibition on using ATACMS missiles within Russia indicates a cautious approach, aimed at limiting the scope of engagement to immediate threats near the frontlines.
