Ten Years of UPI, and a Falling Average

NEW DELHI: Everyone will report that UPI transactions grew thirteen thousand times in ten years. The more revealing number is the one that shrank: the size of the average payment, down by two-thirds.

The Unified Payments Interface was launched on 25 August 2016 by the National Payments Corporation of India under the regulatory oversight of the Reserve Bank of India. It completes ten years today. The Finance Ministry’s anniversary note carries the figures that will lead every bulletin: annual transaction volume up from 1.78 crore in FY 2016-17 to 24,162 crore in FY 2025-26, and annual value up from ₹0.07 lakh crore to about ₹314 lakh crore. Read as growth rates those are a compound 188 per cent a year in volume and 155 per cent in value — both figures confirmed by NPCI’s own table.

Put the two side by side and something else falls out. Volume multiplied roughly 13,574 times. Value multiplied roughly 4,486 times. Volume therefore grew about three times faster than value, which can only mean one thing: the average UPI payment got much smaller. Blitz India’s calculation from the ministry’s own figures puts the average transaction at about ₹3,933 in FY 2016-17 and about ₹1,300 in FY 2025-26 — a fall of roughly 67 per cent. The record month, July 2026, gives an almost identical answer: ₹29.88 lakh crore across 2,366 crore transactions works out to about ₹1,263 a payment.

Ten years old today. The Unified Payments Interface went live on 25 August 2016 with twenty-one banks and 90,000 transactions in its first month. It now clears that first month’s entire traffic in under twelve seconds.

A payments system that grows in value has captured the bank transfer. One that grows in volume while the average falls has captured the coin in the pocket.

The segmentation data explains why. Person-to-merchant payments are 63 per cent of volume, and 86 per cent of those merchant payments are below ₹500. Person-to-person transfers are the mirror image: only 37 per cent of volume, but 71 per cent of value. In plain terms, Indians use UPI for two different things. They send each other money in sums that would once have needed a cheque or a bank visit; and they buy tea, vegetables, bus tickets and phone recharges in sums that would once have needed change. It is the second habit that has grown fastest, and it is the second habit that constitutes the real achievement, because the small payment is precisely the one that cash used to own outright and that card networks never found economic to serve.

Scale follows from that. Sixty-six crore transactions a day is about 7,600 every second; the 90,000 transactions UPI processed in the whole of its first month, August 2016, now pass through the system in under twelve seconds. Across a year that is roughly 167 UPI payments for every Indian. The IMF’s recognition that UPI accounts for 49 per cent of the world’s real-time payment volume implies a global total of about 49,300 crore such transactions — India is very nearly half of a worldwide category. Eleven countries now accept UPI: the United Arab Emirates, France, Bhutan, Sri Lanka, Nepal, Singapore, Mauritius, Qatar, Cambodia, Greece and the Maldives.

The road ahead is where the falling average becomes a policy question rather than a curiosity. A rail carrying ₹1,300 payments at 7,600 a second is infrastructure whose cost is driven by transaction count, not by rupee value, while the revenue models available to banks and payment apps are mostly geared to value. Sustaining the next decade therefore means settling how the plumbing is paid for without putting a charge on the ₹40 payment that brought the vegetable seller onto the network in the first place — and continuing to widen bank participation, which has already gone from twenty-one institutions to 741. The ambition set out for the next ten years is more users and more merchants. The measure of success will not be the headline multiple. It will be whether the average payment keeps falling, because that is the number that tells you the system has reached someone new.
