Inflation problem can’t be solved through monetary polic

India’s latest inÀation numbers carry a warning that goes beyond the monthly movement in the Consumer Price Index. Retail inÀation rose to 4.45 per cent in July 2026, from 4.38 per cent in June, while food inÀation accelerated to 5.52 per cent from 5.32 per cent. The data released by the Ministry of Statistics and Programme Implementation on August 12 also showed a sharp divergence between rural and urban India: rural inÀation was 4.84 per cent, compared with 3.96 per cent in urban areas.

The immediate concern is not whether inÀation has breached the RBI’s tolerance band or not – it remains within the 2-6 per cent range – but that food prices are once again becoming the principal source of pressure. For households, particularly in rural India, food inÀation matters far more than the headline number suggests.

Weather’s importance The July data also underlines why India’s inÀation problem cannot be addressed through monetary policy alone. The RBI can inÀuence demand and borrowing costs, but it cannot manufacture onions, repair a disrupted vegetable supply chain or make rainfall arrive at the right time.

Weather has become an increasingly important part of the inflation equation. Reports indicate that the 2026 monsoon has been uneven, with rainfall about 12 per cent below normal as of August 11. Nearly half of India’s farmland is not irrigated, making agricultural production particularly vulnerable to rainfall fluctuations. As of August 7, summercrop planting stood at 96.8 million hectares, about 2 per cent below the previous year’s level.

Supply-chain problem

The impact is already visible in individual food items. July food inÀation was driven by sharp increases in prices of products including ginger, garlic and onions, even as prices of potatoes, peas and tomatoes eased. Such volatility reÀects a structural weakness: India can produce enough food overall but still struggle to move the right food to the right market at the right time.

Agricultural productivity is the other missing piece. Rising demand for pulses, vegetables, fruits, dairy and protein-rich foods is changing the composition of India’s food basket. Supply has to keep pace. Climateresilient seeds, better irrigation, precision agriculture and stronger extension services will increasingly determine both farm incomes and consumer prices.

There is also a policy dilemma. Export restrictions and import liberalisation can provide short-term relief, but frequent interventions create uncertainty for farmers and traders. A more durable approach would combine strategic food reserves with predictable trade policy and better market infrastructure.
