Reimagining India’s examination system

Confidence-building will require transparent governance, swift grievance redressal, stronger accountability and sustained institutional reform

NEW DELHI: The Union Government’s decision to constitute a highlevel Task Force under Infosys co-founder Nandan Nilekani to reform India’s examination system comes after unprecedented student protests that have exposed a deep crisis of confidence in public examinations.

Anger over repeated paper leaks, alleged irregularities and disrupted recruitment and entrance tests had fuelled widespread unrest, with students questioning whether merit still determines success. The political fallout, including the resignation of the Education Minister and the Government’s assurance of comprehensive examination reforms, has elevated the issue from an administrative failure to a test of governance and institutional credibility. The Nilekani Task Force must, therefore, do more than strengthen security; it must restore trust in a system that shapes the future of millions of young Indians every year.

Principal gateway

India’s examination system remains the principal gateway to higher education and public employment. Yet its dependence on high-stakes, onetime tests has encouraged rote learning, an expensive coaching culture and enormous psychological stress. Repeated incidents of question paper leaks, impersonation, organised cheating and technological failures have further eroded confidence in the system. Honest candidates have often paid the price through cancelled examinations, delayed admissions and recruitment, and prolonged uncertainty, while the credibility of public institutions has suffered.

The resulting uncertainty has also imposed significant economic and emotional costs on families that invest years of effort and substantial resources in preparing for these examinations.

India must gradually reduce its dependence on a single make-or-break examination by giving greater weight to continuous assessment and multiple opportunities to demonstrate competence

The Government has already initiated several reforms. The Public Examinations (Prevention of Unfair Means) Act prescribes stringent penalties for organised cheating, paper leaks and impersonation. The National Education Policy (NEP) 2020 seeks to shift assessment from memorisation to competency-based learning. Examination agencies have increasingly adopted encrypted digital transmission of question papers, biometric authentication, Artificial Intelligence-based surveillance and data analytics to improve security.

The Nilekani-led Task Force is expected to build on these initiatives by recommending a more transparent, technology-driven and scalable examination ecosystem capable of preventing malpractice while improving efficiency and public confidence.

However, technology and stricter laws alone cannot fix structural weaknesses. India must gradually reduce its dependence on a single make-orbreak examination by giving greater weight to continuous assessment and multiple opportunities to demonstrate competence. Assessments should reward analytical ability, creativity, communication and problem-solving rather than mechanical recall. Testing agencies need greater autonomy, professional expertise, regular thirdparty audits and stronger cybersecurity to stay ahead of increasingly sophisticated fraud.

Rebuilding confidence in the examination system will require transparent governance, swift grievance redressal, stronger accountability and sustained institutional reform. A credible examination system is the foundation of a merit-based society.

If the Government’s promised reforms and the Nilekani Task Force succeed, India can ensure that opportunity is determined by talent and effort rather than malpractice or chance.
