Down to the Last One Percent: India and the US at the Trade Deadline

NEW DELHI: A single date now frames one of India’s most consequential negotiations. On Friday, July 24, a temporary tariff arrangement between India and the United States is set to expire — and against that clock, negotiators describe the first phase of a Bilateral Trade Agreement as parked at the “last one percent” of its legal text: close, but not signed and not published. It is the final, stubborn stretch of a deal that would reset the terms of trade between the world’s largest and its most populous democracies.

The shape of the bargain is already visible. Washington earlier moved its reciprocal tariff on Indian goods from 25% down to 18%, and both capitals have set a shared “Mission 500” target — doubling two-way trade to $500 billion by 2030. Commerce Minister Piyush Goyal and US Trade Representative Jamieson Greer have held repeated rounds on market access, agriculture and non-tariff barriers. India’s stance has been steady: it will close when the terms deliver a genuine edge for Indian exporters over rival Asian economies, rather than simply to beat a calendar.

Terms over timing: With a temporary tariff window closing July 24 and the US reciprocal rate already eased from 25% to 18%, India is holding out for lasting, competitive access for its exporters under the shared “Mission 500” goal.

In any negotiation the last percent is the hardest, because that is where the real value sits. The patience to get it right is worth more than the speed to get it done.

For ordinary Indians, the stakes are more concrete than the diplomacy suggests. A well-judged agreement lowers the tariff wall for the labour-intensive industries that employ millions — textiles, gems and jewellery, engineering goods, leather — and for the high-value exporters in pharmaceuticals and electronics that anchor India’s manufacturing push. The difference between good terms and rushed ones is measured in factory orders and jobs, which is precisely why India has chosen to hold its line rather than sign to a headline.

The constructive way forward is to keep negotiating from strength. India comes to the table as one of the fastest-growing major economies, with a live trade pact with the United Kingdom and a concluded agreement with the European Union already diversifying its options — so no single deadline can corner it. Whether the text is sealed this week or shortly after, the prize is the same: durable, competitive access that lets Indian goods win shelf space abroad on merit. The clock is loud, but the substance of the schedule is what will still matter long after Friday has passed.
